How to fix or adjust alliance settings on an Ark server

Summary
Ark: Survival Evolved has a convenient feature known as alliances; this feature allows users in a tribe to make a pact with each other to work together. Each tribe can only join up to five alliances. However, an alliance itself can hold up to 12 individual tribes. In addition, while Offline PvP Protection is an often requested feature to servers, this setting disables and causes alliances to stop functioning, requiring them to be re-enabled later.

Note Alliances will cease to function with offline pvp protection enabled. Ensure that server members are aware when making any changes.
